Filho de Adalberto Belisário Ramos e Zélia de Abreu Nogueira Ramos. Nasceu em 17/2/1917 na cidade de Brusque (SC). Graduou-se na Faculdade de Direito de Santa Catarina, em 1943. Nomeado juiz de direito titular em 1948, exerceu a magistratura nas comarcas de Orleans (18/8/1948), Curitibanos (15/1/1952), Indaial (30/4/1952), Brusque (20/5/1952), Mafra (3/1/1956), com opção para a comarca de Brusque (16/1/1956), Criciúma (15/12/1960), Itajaí (26/12/1960) e Capital (27/6/1962). Nomeado desembargador do Tribunal de Justiça de Santa Catarina, assumiu o cargo em 1º/4/1970. Aposentou-se em 29/12/1970. Faleceu em 13/9/1987 em Florianópolis (SC).
