Filho de Vicente de Luna Freire e Joaquina de Luna Freire. Nasceu em 16/11/1889 em Mulungu (PB). Graduou-se na Faculdade Livre de Direito do Rio de Janeiro (RJ). Nomeado promotor público das comarcas de Curitibanos (7/8/1920), Mafra (8/10/1920), São Francisco (1º/7/1924) e Palhoça, onde permaneceu até 8/5/1925. Nomeado juiz de direito da comarca de Chapecó em 8/5/1925, assumiu em 29/5/1925. Atuou também nas comarcas de (1928-1931), Araranguá (1931-1933), Biguaçu (1933-1934), e Blumenau (1934-1942). Nomeado desembargador do Tribunal de Justiça de Santa Catarina, assumiu o cargo em 22/5/1942. Foi corregedor-geral da justiça de 27/3/1943 a 26/3/1945 e de 22/12/1948 a 9/3/1949. Aposentou-se em 5/3/1949. Faleceu em 27/6/1972 em Florianópolis (SC).
